This has been an American Whovian joke for ages “What if the statue of liberty is really a weeping angel but it never moves because tourists are always looking at it?” I’ve heard that one for years. So now I’m convinced that Moffat peruses the internet for silly jokes like this and when he sees one he likes he goes “Hey, great idea! I’ll work it into the show!”
